Mississippi Gaming Commission Meeting: February 18, 2016

The Mississippi Gaming Commission held its regular monthly meeting on Thursday, February 18, 2016, at 9:00 a.m. at the Jackson office of the Mississippi Gaming Commission. Executive Director Allen Godfrey, Chairman Al Hopkins and Commissioners Jerry Griffith and Tom Gresham were in attendance. The following matters were considered:

LICENSING

The Mississippi Gaming Commission approved the issuance of a license to the following:

  • GLORY LTD as a manufacturer.
  • Glory Global Solutions, Inc. as a manufacturer and distributor.
     

FINDINGS OF SUITABILITY

The Mississippi Gaming Commission approved applications for findings of suitability for the following persons and entities:

  • Mark Paul Frissora, Chief Executive Officer, and Eric Alan Hession, Chief Financial Officer, of Caesars Entertainment Corporation.
  • Roland Hernandez, Chairman of the Audit Committee of MGM Resorts International.
  • Marcus Gerard Glover, Vice President and General Manager of Beau Rivage Resorts, Inc. d/b/a Beau Rivage.
  • Gerad S. Hardy, Vice President and General Manager of Ameristar Casino Vicksburg, Inc. d/b/a Ameristar Casino Vicksburg.
  • Christopher E. Benak, Chief Financial Officer; Alain Cousineau, Director and Member of the Compliance Committee; and Jon L. Whipple, Chairman of the Audit Committee of DEQ Systems Corp.
  • Cynthia Rutherford, Member of Cure Land Company, LLC.
     

WORK PERMITS

  • The Commission approved the recommendation of the Executive Director to accept the hearing officer’s decision to revoke the work permit of Jamillia Thomas.
  • The Commission approved the recommendation of the Executive Director to accept the order of dismissal of the petition against Kathleen Dudgeon.
     

OTHER APPROVALS

  • Boyd Tunica, Inc. d/b/a Sam’s Town Hotel & Gambling Hall and Boyd Biloxi, LLC d/b/a IP Casino Resort Spa were granted the following approvals:

    • Pledges of Equity Interests or Securities.
    • Imposition of Equity Restrictions including Negative Equity Pledges.
  • GLORY LTD. and Glory Global Solutions, Inc. were granted the following approvals:
    • Exemption from 13 Mississippi Administrative Code Part 2 Rule 8.5(a) and (b) – Corporate Licensees.
    • Exemption from Mississippi Code Annotated §75-76-207(a) and (4) (1972).
    • Continuous Approval of Public Offerings and/or Private Placements.
    • Pledges of Equity Interests or Securities.
    • Imposition of Equity Restrictions including Negative Equity Pledges.
    • Guarantee of Securities and Hypothecation of Assets.

PLAYER DISPUTE

The Commission approved the recommendation of the Executive Director to accept the decision of the Hearing Officer regarding the Player Dispute Hearing Held and Decision Rendered on December 16, 2015.
