Senate Legislative Activity

The Senate will convene on Monday, May 16, at 2:00pm. Following any Leader remarks, the Senate will be in a period of morning business until 4:30pm with Senators permitted to speak for up to 10 minutes each.  At 4:30pm, the Senate will enter Executive Session to consider the nomination of Executive Calendar #307, Paula Xinis, of Maryland, to be US District Judge for the District of Maryland. There will be 60 minutes of debate, which will be equally divided, followed a roll call vote on confirmation of the nomination.

Unless an agreement is reached, cloture will ripen on Nelson SA #3898 ($1.9billion Zika funding) one hour after the Senate convenes on Tuesday, May 17. If cloture is not invoked on Nelson, cloture will immediately ripen on Cornyn SA #3899 ($1.1billion Zika funding, $1.2billion offset through ACA prevention fund cut). If cloture is not invoked on Cornyn, cloture will immediately ripen on Blunt-Murray SA #3900 ($1.1billion Zika funding). The filing deadline for second degree amendments to SA #3898, SA #3899, and SA #3900 is one hour prior to the cloture vote, if cloture is invoked.

House Legislative Activity

On Monday, May 16, the House will meet at 12:00pm for morning hour and at 2:00pm for legislative business, with votes postponed until 6:30pm. The following legislation will be considered under suspension of the rules:

• S. 1492 – To direct the Administrator of General Services, on behalf of the Archivist of the United States, to convey certain Federal property located in the State of Alaska to the Municipality of Anchorage, Alaska;

• H.R. 3832 – Stolen Identity Refund Fraud Prevention Act of 2016, as amended;

• S. 2143 – To provide for the authority for the successors and assigns of the Starr-Camargo Bridge Company to maintain and operate a toll bridge across the Rio Grande near Rio Grande City, Texas, and for other purposes;

• Con. Res 88 – Reaffirming the Taiwan Relations Act and the Six Assurances as cornerstones of United States–Taiwan relations, as amended;

• H.R. 1150 – Frank R. Wolf International Religious Freedom Act, as amended;

• H.R. 1887 – To amend certain appropriation Acts to repeal the requirement directing the Administrator of General Services to sell Federal property and assets that support the operations of the Plum Island Animal Disease Center in Plum Island, New York, and for other purposes, as amended;

• H.R. 4743 – National Cybersecurity Preparedness Consortium Act of 2016, as amended;

• H.R. 4780 – Department of Homeland Security Strategy for International Programs Act, as amended; and

• H.R. 4407 – Counterterrorism Advisory Board Act of 2016, as amended

On Tuesday and Wednesday, May 17 and 18, the House will meet at 10:00am for morning hour and at 12:00 pm for legislative business. Note that last votes are possible in the House on Tuesday and Wednesday. On Thursday, May 19, the House will meet at 9:00am for legislative business, with last votes expected by 3:00pm. H.R. 897 – Zika Vector Control Act, as amended. The House will also consider:

• Democrat Motion to Instruct Conferees on S. 524 – Comprehensive Addiction and Recovery Act of 2016;

• H.R. 4909 – National Defense Authorization Act for Fiscal Year 2017, Rules Committee Print (Subject to a Rule);

• H.R. 4974 – Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2017 (Subject to a Rule); and

• H.R. ____ – Zika Response Appropriations Act, 2016 (Subject to a Rule)

On Friday, May 20, no votes are expected in the House.
