US EPA Toxic Release Inventory 2015 Changes

There are a number of changes for the Toxic Release Inventory (TRI) report due on July 1, 2015 (RY 2014).

New Chemical added to the list

In the final rule published on November 7, 2013 (78 FR 66848) o-nitrotoluene was added to the list of chemicals subject to TRI reporting. The RY2014 activities will be the first to require reporting on o-nitrotoluene.

Providing updates with submission of Form R or Form A

TRI-MEweb has been modified to allow facilities to submit optional facility level information without submitting a Form R or Form A. Now facilities can indicate that they will no longer be submitting reports or will not be submitting a form for one or more chemicals in the reporting year.

USGS National Hydrography Dataset

Section 5.3 requires the entry of the names of the streams or water bodies to which your facility directly discharges a reportable chemical. An optional field has been added to include the United States Geological Service (USGS) National Hydrography Dataset (NHD) code. TRI-MEweb will have an interactive map that the user can pull up to select the 14 digit code HND code.

Identification of production or activity ratio

In Section 8.9, facilities will have to indicate if they are using a production ratio or activity ratio. The ratio compares the current reporting year to the previous year. In the past the ratio was reported without indicating if it was based on production or an activity.

Source Reduction Activities

The facility has the option of identifying the percentage range indicating the estimated annual reduction in chemical waste generation associated with the source reduction activity or activities reported in Section 8.10

Optional checkboxes in Section 8.11

Optional checkboxes have been added to Section 8.11 to identify routine barriers faced in source reduction activities. A “Provide additional info” checkbox has also been added that can be checked so additional information can be provided.

Checkboxes for Categorizing Optional Free-Text information in Section 8.11 and 9.1

Optional Text is Sections 8.11 and 9.1 will be displayed as a table identifying the section the text is associated with instead as a single textbox as in previous years.

Pollution Prevention 

US EPA is trying to increase the amount of Pollution Prevention (P2) information reported in Sections 8.10 and 8.11 available to the public. All P2 entries are featured in the TRI P2 search tool. The search tool also has information on the corporate level. More information on the search tool is available http://www.epa.gov/tri/p2

Looking ahead to RY2015 – Nonylphenol Category

On September 30, 2014 [79FR58686] the final rule adding nonylphenol category to the TRI list of reportable chemicals was published. The nonylphenol category table is provided below.
