  • Mary Ann Poirier is a member of the Litigation Department and Environmental Practice Group.

    Prior to joining the firm, from 2006 to 2009, Mary Ann served as the Deputy General Counsel for the United States Environmental Protection Agency. Earlier in her career, Mary Ann served as a partner in the Washington, DC office of a major international law firm, focusing on energy regulatory matters.

    As Deputy General Counsel of the U.S. EPA, Mary Ann provided legal advice to the Administrator of the EPA and other senior government officials on significant issues facing the Agency. She coordinated the Agency's legal framework for greenhouse gas emissions from mobile and stationary sources and fuels, and navigated the intersection of climate change and natural resource issues, such as National Environmental Policy Act and Endangered Species Act issues. She supervised attorneys responsible for key air legal issues, including revisions to New Source Performance Standards; pending PSD permits; revisions to National Ambient Air Quality Standards (for ozone and lead); hazardous air pollutant standards; the Clean Air Mercury Rule (CAMR); and Title VI (stratospheric ozone issues). She also oversaw high-profile water legal issues, including the Agency's response to the fractured Supreme Court decision in Rapanos v. U.S. (jurisdictional waters), as well as the Agency's defense of its 316(b) Phase II rule before the Supreme Court (use of cost-benefit analysis in determining cooling water intake structure requirements). Among other responsibilities, she served on the Agency's three-member Appeals Panel for reviewing Requests for Reconsideration under the Information Quality Act.
