Professional Biography

Richard C. Starkey is a partner in Barnes & Thornburg LLP’s Indianapolis office, where he is a member of the Government Services and Finance Department and the Entrepreneurial Services Group. He concentrates his practice in the area of finance, both for taxable financings for banks and tax-exempt financings for municipalities and nonprofits. His clients include many banks and state, county, city, school and hospital officials as well as boards representing such entities. Mr. Starkey has acted as bond counsel for issues of tax-exempt and taxable debt for business borrowers and governmental entities, including taxable adjustable rate bonds, general obligation bonds, refunding and revenue bonds, and lease/purchase financings. Specifically, he has acted as bond counsel for many tax increment financings and has participated in the last several years in drafting legislative amendments to tax increment finance law as well as municipal law generally.

Mr. Starkey received his B.A., summa cum laude, from the University of Cincinnati in 1980. He received his J.D., magna cum laude, from Indiana University in 1985. He is a member of Phi Beta Kappa, and is listed in The Best Lawyers in America and in the National Register’s Who’s Who in Executives and Business Professionals.

Mr. Starkey is a member of the National Association of Bond Lawyers, Indiana Municipal Lawyers Association, and the Indiana Economic Development Association.
