Professional Biography

Andres Medrano has extensive experience with complex litigation in all phases, including discovery, analysis and presentation of expert witness testimony and the research and briefing of legal issues. In addition to his experience in proceedings before Texas regulatory agencies and the State Office of Administrative Hearings (SOAH), Andres has litigated in district courts across central Texas and before the Court of Appeals. These are often complex, aggressively contested, multi-party cases.

Andres represents clients with issues involving regulatory law and administrative litigation, including extensive experience practicing before the Public Utility Commission of Texas (PUC). His clients in PUC proceedings include retail electric providers, renewable generators, utility affiliates and landowners impacted by transmission infrastructure. Andres also litigates contested cases before regulatory agencies including the PUC, the SOAH and at the appellate courts, and provides policy development consultation and regulatory compliance counsel.

Andres regularly monitors meetings of the PUC, the Electric Reliability Council of Texas (ERCOT) and the Texas Legislature to ensure that his energy clients are represented and informed on all relevant regulations. He is actively expanding his practice to include the litigation of water district and utility matters before the PUC, and in representing clients in healthcare and other fields in matters requiring administrative litigation at SOAH.
