Justin Moeller works in Van Ness Feldman's electricity group with a focus on FERC adjudicatory and rulemaking proceedings. He has represented investor-owned and municipal utilities before the FERC in a variety of contexts, in particular rate and complaint proceedings under Sections 205 and 206 of the Federal Power Act, respectively. Justin has extensive experience in and is particularly adept at representing utilities in cost-of-service rate proceedings before FERC, including transmission formula rate cases. Justin has recent experience counseling clients on issues related to the Energy Imbalance Market (EIM) in the Western Interconnection, market-based rates, and renewable resource integration. He also has advised clients on capacity markets in ISOs and RTOs, negotiated off-take agreements for generation and merchant transmission facilities, developed regulatory compliance programs, and has provided counsel to clients regarding NERC's reliability standards.
