Kevin M. Hotchkiss

Professional Biography

Kevin M. Hotchkiss is an associate with Foley & Lardner LLP, based in the firm’s Jacksonville office, where he is a member of the firm's Technology Transactions & Outsourcing Practice.

He has served as an investigator against multiple large organizations for allegedly violating the Children’s Online Privacy Protection Act (COPPA). He also drafted complaints on behalf of a client, to be filed with the Federal Trade Commission against organizations that violated the COPPA. He also wrote and filed public comments before the FTC regarding proposed changes to COPPA rules.

Kevin was a summer associate with Foley, providing support in the area of business law, where he wrote, edited and revised the Clinical Compliance Manual regarding HIPAA and drafted privacy policies and legal memorandum regarding complex legal issues; specifically tailored to meet client needs.

Prior to Foley, Kevin served in the U.S. Army for more than six years. He obtained the rank of Sergeant and was the non-commissioned officer in charge of the largest communications security program in Europe. He was an honors intern with the federal government and obtained experience researching complex legal issues, drafting memorandums proposing plans of actions, detailing legal limits and rights and ensuring accountability for law enforcement. He also drafted, revised and implemented a licensing agreement for an informational video on school shootings and briefed government officials on complex issues while providing possible solutions to the issues, as well as advising state, local and international law enforcement officials about the extent of their legal power.
