Stuart Hall is part of Van Ness Feldman's policy team and focuses on energy and transportation and infrastructure issues. In addition, she also supports the Coal Utilization Research Council (CURC) coalition by providing member services, communications, and policy analysis and advocacy.

Stuart joined Van Ness Feldman after working for seven years in the office of U.S. Representative Richard H. Baker (R- LA). As the Legislative Director, Stuart staffed the Congressman on Transportation and Infrastructure Committee issues and handled all appropriation and project requests. In fiscal year 2008, she helped secure over $24 million in federal funding for the Sixth Congressional District of Louisiana. As a Senior Legislative Assistant, Stuart assisted the Congressman with negotiations in the House-Senate conference on the Water Resources Development Act of 2007.
