Please join us Wednesday, November 15 at 2 pm EST for a webinar on the current state of play in the debate over the Affordable Care Act (ACA) in the 115th Congress. The webinar will include:

  • A summary of the provisions of the Murray-Alexander and Hatch-Brady legislative proposals.

  • A discussion of the political and policy priorities and considerations of both Congressional Republicans and Congressional Democrats with respect to the ACA. 

  • An analysis of next steps and the prospects for Murray-Alexander, Hatch-Brady and other legislative proposals.

The webinar will be led by Layth Elhassani, Joan Kutcher, Gabe Neville and Phil Peisch:

  • Gabe Neville helps Covington’s clients navigate the complexities of federal policymaking. Using an intimate knowledge of the government gained over a nearly 20-year period as a Congressional staffer, he helps clients proactively engage the legislative and executive branches of government. Mr. Neville joined Covington after nearly two decades as a senior congressional staffer, most recently serving as chief of staff for Pennsylvania Congressman Joe Pitts (R, PA-16). In that role, he advised the congressman on a wide range of issues, with special attention to the range of health, energy, and telecommunications issues that come before the House Energy and Commerce Committee.

  • Joan Kutcher has more than 30 years of experience providing strategic advice to stakeholders in a broad range of industries, with a particular expertise in federal and state health care-related programs. Over the years, she has helped states, pharmaceutical companies, government contractors, insurance companies and trade associations successfully navigate Congress and regulatory agencies.

  • Layth Elhassani helps clients around the world navigate the U.S. political and regulatory landscape so they can achieve key business goals. Mr. Elhassani most recently served as Special Assistant to President Obama in the White House Office of Legislative Affairs from 2012 to 2015, where, among other issues, he was responsible for health care, and the relationship between relevant White House components, the Department of Health & Human Services, and the Senate Health, Education, Labor & Pensions and Finance Committees. Mr. Elhassani maintains relationships with both Democratic and Republican Senate offices.

  • Phil Peisch helps clients navigate complex issues and disputes arising out of government-sponsored health care programs. Mr. Peisch has particular expertise regarding Medicaid, the Children Health Insurance Program (CHIP), and the ACA's regulation of private insurance. He also counsels clients with respect to Medicare reimbursement; state regulation of private health insurance; and other state and federal rules and policies governing the health care industry.
