iFor the second time, CMS has delayed enforcement of the two-midnight rule that would result in financial penalties for inpatient services that recovery audit contractors determine could have been provided in an outpatient setting. Penalty enforcement will now begin on October 1, 2014, rather than April 1, 2014.
