Professional Biography

David advises clients on all aspects of doing business with and litigating federal procurement matters. He has experience litigating bid protests before the Government Accountability Office, United States Court of Federal Claims, and the United States Court of Appeals for the Federal Circuit.

David brings federal experience and practical solutions to advise clients on a wide range of federal contracting issues to include regulatory compliance, claims, prime and subcontract negotiations, and investigations. He is also an experienced adviser on data rights, licensing, and non-traditional contracting vehicles such as other transaction agreements. He has contributed notable thought leadership to the Briefing PapersThe Government Contractor, and LexisNexis Practical Guidance.

Prior to joining Blank Rome, David served as an attorney advisor for the U.S. Department of the Navy Office of General Counsel where he advised program managers on cradle-to-grave major weapon systems and support services procurements. He gained valuable experience advising on solicitations, contract negotiations, intellectual property issues, other transaction agreements, ethics compliance, and litigating bid protests and claims.

He also served as a Contracting Officer with an unlimited warrant at the U.S. Department of State. He procured U.S. embassy security, professional support services, IT supplies, and software licensing.
