Tom joined Womble Carlyle in May, 2002 as head of its Public Finance Group. Tom has acted as bond counsel on hundreds of taxable and tax-exempt bond issues by the State of North Carolina, State Agencies, local governmental units and special authorities and districts in financing their capital needs through the issuance of general obligation bonds, revenue bonds and other financing transactions.

He also represents members of the financial community in public finance transactions, in underwriting municipal bonds and providing the direct capital for public projects.
