Lawmakers Take Up PATRIOT Act, Defense Authorization

Senate Legislative Activity

After a rare Sunday night session last night, the Senate will meet on Monday, June 1, at 12:00pm. Following any Leader remarks, the Senate will be in a period of morning business for one hour, with Senators permitted for up to 10 minutes each. Following morning business, the Senate will resume consideration of H.R.2048, USA Freedom Act.  During Sunday night’s session, Senator Mitch McConnell (R-KY) filed cloture on H.R.2048; if no agreement is reached, the cloture vote will occur one hour after the Senate convenes on Tuesday, June 2. The filing deadline for first degree amendments is 1:00pm today, Monday, June 1. The filing deadline for second degree amendments is one hour prior to the cloture vote on Tuesday, June 2. Senator McConnell also moved to proceed to Calendar #99, H.R.1735, Defense Authorization, and filed cloture on the motion. That cloture vote would occur upon disposition of H.R.2048.

The pending amendments to H.R.2048 are:

  • McConnellSA #1449 (substitute)
  • McConnell first degree to the substituteSA #1450 (12 month transition)
  • McConnell second degreeSA #1451 (amicus)
  • McConnellSA #1452 to the underlying bill (includes provisions of amendments 1449, 1450, and 1451)
  • McConnell second degreeSA #1453 (date change)

House Legislative Activity

On Monday, June 1, the House will meet at 12:00pm for morning hour and at 2:00pm for legislative business, with votes postponed until 6:30pm. The following legislation will be considered under suspension of the rules:

  1. H.R. 404 – To authorize early repayment of obligations to the Bureau of Reclamation within the Northport Irrigation District in the State of Nebraska;
  2. H.R. 533 – To revoke the charter of incorporation of the Miami Tribe of Oklahoma at the request of that tribe, and for other purposes;
  3. H.R. 1168 – Native American Children’s Safety Act;
  4. H.R. 979 – To designate a mountain in the John Muir Wilderness of the Sierra National Forest as “Sky Point”;
  5. H.R. 336 – To direct the Administrator of General Services, on behalf of the Archivist of the United States, to convey certain Federal property located in the State of Alaska to the Municipality of Anchorage, Alaska;
  6. H.R. 944 – To reauthorize the National Estuary Program, and for other purposes;
  7. S. 802 – Girls Count Act of 2015; and
  8. H.R. 1493 – Protect and Preserve International Cultural Property Act, as amended

The House will also consider H.R. 1335 – Strengthening Fishing Communities and Increasing Flexibility in Fisheries Management Act, Rules Committee Print (Structured Rule). The Rule provides for one hour of general debate and makes in order the following amendments:

  • Rep. Debbie Dingell (D-MI) Amendment (10 minutes of debate)
  • Rep. Sam Farr (D-CA) Amendment (10 minutes of debate)
  • Reps. Keating (D-MA)/ Lynch (D-MA)/ Moulton (D-MA) Amendment (10 minutes of debate)
  • Rep. Alan Lowenthal (D-CA) Amendment (10 minutes of debate)
  • Rep. Don Young (D-AK) Amendment (10 minutes of debate)
  • Rep. Garret Graves (R-LA) Amendment (10 minutes of debate)
  • Rep. Rob Wittman (R-VA) Amendment (10 minutes of debate)
  • Rep. Jared Huffman (D-CA) Amendment (20 minutes of debate) 

On Tuesday, June 2, and Wednesday, June 3, the House will meet at 10:00am for morning hour and at 12:00pm for legislative business. On Thursday, June 4, the House will meet at 9:00am for legislative business, with last votes expected by 3:00pm. The House will consider H.R. 2578 – Commerce, Justice, Science, and Related Agencies Appropriations Act, 2016 (Subject to a Rule).  The House may also consider H.R. 2577 – Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2016 (Subject to a Rule) and legislation related to expiring provisions of the PATRIOT Act

On Friday, June 5, no votes are expected in the House.
