Professional Biography

Deepi K. Miller is a regulatory attorney and business litigator who represents clients in all phases of regulatory enforcement litigation, regulatory compliance, and commercial litigation. Deepi advises and defends local and national clients in the apparel, cosmetics, jewelry, food and beverage, supplement and recycling industries, among others, on California-specific consumer safety regulations, including Proposition 65. Her practice includes litigation and counseling under environmental and consumer protection laws, involving private party plaintiffs and governmental enforcement agencies, including the CA Office of Environmental Health Hazard Assessment (OEHHA), CA Department of Resources Recycling and Recovery (CalRecycle), CA Environmental Protection Agency (Cal/EPA), CA Air Resources Board (CARB), CA Public Utilities Commission (CPUC) and CA Energy Commission (CEC), among others.

Deepi routinely counsels clients on how to navigate the vast California regulatory framework that impacts companies selling into, or otherwise doing business in California, with a particular focus on Prop 65 compliance and enforcement defense. She also works with clients to comply with and defend against alleged violations of CARB’s consumer product regulations, volatile organic compound requirements, vehicle emissions and aftermarket parts regulations; CEC’s Title 20 Appliance Efficiency Regulations; administrative proceedings before the CPUC; worker safety under the Cal-OSH Act and hazardous waste and air quality issues before various Air Quality Management Districts. She advises clients on state-wide and national compliance strategies to assess and mitigate risk, and regularly presents to companies’ senior leadership, product engineers and compliance teams.

Deepi also defends consumer product companies against claims brought under California’s Consumer Legal Remedies Act (CLRA), Unfair Competition Law (UCL), and False Advertising Law (FAL). Her litigation practice also includes consumer class actions, commercial/business tort issues, professional liability claims, and bankruptcy estate disputes. She represents clients in state, federal and bankruptcy courts, as well as in mediation, arbitration and multidistrict litigation.

Throughout the pandemic, Deepi has worked with multiple clients to understand the ever-shifting requirements under California and local county public health orders, particularly as they relate to mega events.
