Professional Biography

Marc C. Hebert is a partner in the Corporate Practice Group and focuses on the representation of energy, marine transportation, chemicals, pharmaceutical and manufacturing clients.

Marc represents businesses and trade groups before US federal and state agencies, the US Congress, and foreign governments on a broad range of regulatory, administrative, and legislative matters, with a focus on international trade, customs, marine transportation, and port security issues. He also represents clients in maritime and commercial litigation and arbitration matters related to domestic and international shipping. Marc has published numerous articles on international trade, customs, maritime, and environmental law, and has written and spoken at dozens of seminars and conferences focused on these topics.

Throughout his career, Marc has been active and held leadership roles in a variety of professional associations, including serving as Chairman of the Greater New Orleans Port Safety Council (2011, 2016 through 2019 and currently Ex-Officio Chairman and Member of the Executive Committee/Board) and as a member of the Seminar Steering Committee and Seminar Moderator of the Greater New Orleans Barge Fleeting Association, River and Marine Industry Seminar (2013 to present). In 2019, he was appointed by US Commerce Secretary Wilbur Ross to serve a 4 year term starting in 2020 as a member of the Louisiana District Export Council where he Chairs the DEC’s Trade Policy Committee. He previously was appointed by US Commerce Secretary Carlos Gutierrez and the United States Trade Representative (USTR) Ambassador Susan Schwab to the Industry Trade Advisory Committee 14, where he served from 2008 to 2010. He also served as Secretary, and on the Board of Directors/Executive Committee, of the Mississippi Valley Trade & Transport Council from 2008-2017, and was the MVTTC’s Representative to the Louisiana Deep Water Port & Transfer Station Task Force, established by the Louisiana State Legislature. Marc has also served as General Counsel of Mississippi Valley Trade & Transport Council since 2015.

Marc practiced law with Bracewell & Patterson in Washington, DC, from 1996 to 2002. Before that, he worked for the US House of Representatives Government Reform and Oversight Subcommittee on National Economic Growth, Natural Resources, and Regulatory Affairs. From 2002 to 2005, he was an adjunct professor at the Loyola University New Orleans College of Law.
