Richard L. Flannery

Professional Biography

Richard L. Flannery is an associate with Foley & Lardner LLP. Richard is based in the firm’s Washington D.C. office where he is a member of the firm’s Antitrust Practice.

Prior to joining Foley, Richard worked as an associate with national law firms where he focused on regulatory approval for mergers and acquisitions as well as government investigations across a wide range of industries including pharmaceuticals, audiovisual services, health insurance and financial products and services. He drafted responses for FTC Civil Investigative Demands, conducted internal investigations for FTC Civil Investigative Demands, drafted responses for Second Request investigation specifications and conducted economic analysis for potential mergers.

During law school, Richard worked as a policy analyst at the Georgetown Harrison Institute for Public Law in Washington, D.C. where he drafted legal memoranda and company human rights risk assessment profiles and presented findings to government actors, human rights groups and clinical members. He also worked as a legal intern for the U.S. Department of Justice, Criminal Division in the Organized Crime and Gang Section, researching legal questions for active cases and creating and organizing sentencing guides for active cases.

He was also a legal intern at the Federal Communications Commission, Wireline Competition Bureau, Pricing Policy Division in Washington, DC where he reviewed and summarized responses to questionnaires for Special Access policy proceedings and wrote released Public Notices for several topics including Notice of Proposed Rulemaking and Further Notice of Proposed Rulemaking.
