Over the past three years, the National Labor Relations Board (NLRB) has been rewriting regulations affecting employers nationwide. Despite more than 97 percent of private sector employees being non-unionized, the NLRB's rules apply to all employers, including those without unions. The law under the National Labor Relations Act can be confusing and counterintuitive.
