Professional Biography

Amy Leopard advises a diverse array of clients in the healthcare and technology industries.

Amy is a valued business advisor at the intersection of healthcare and information technology law. She provides trusted counsel to healthcare providers, entrepreneurs, and service providers on licensing, payment, regulatory compliance, privacy and technology issues. As a former hospital executive, Amy has in-depth knowledge from over 25 years in the healthcare industry as a vice president in both academic medical center and community hospital settings and an internship at the U.S. Department of Justice Antitrust Division.

Health IT

Amy has a special interest in technology development and licensing and privacy and security issues. Amy formerly chaired the AHLA Health Information and Technology Practice Group and the HIMSS Legal Aspects Task Force. She is a Certified Information Privacy Professional (CIPP/US) and a Fellow in HIMSS. Amy brings practical insights and knowledge from over 25 years in healthcare, including serving as a vice president in both academic medical center and community hospital settings with responsibilities for medical staff, clinical departments, quality improvements and medical records. She structures and negotiates technology contracts, licenses, joint ventures, data use, sharing and transfer agreements at the intersection of healthcare and technology. Amy has served as counsel on health information exchange (HIE) projects and has worked with electronic health record (EHR) and personal health record (PHR) vendors on privacy and security, fraud and abuse, and other regulatory issues. She taught advanced courses on Legal Issues in Health Information for the Kent State University M.S. in Health Informatics program.

Regulatory Compliance

Amy regularly advises clients and conducts internal investigations on federal and state regulatory and reimbursement matters, managing regulatory vulnerabilities and effective corporate compliance. She is certified in Healthcare Compliance (CHC) and has provided compliance and HIPAA training to dozens of hospitals. She taught advanced courses on finance and transactions for healthcare organizations as an adjunct professor at the Case Western Reserve Law School, where she was editor-in-chief of Health Matrix: Journal of Law-Medicine and worked on NIH grant projects.

Health Law and Business Transactions

Amy structures business transactions and advises clients on complex healthcare industry strategic, reimbursement and transactional matters. Amy handles a variety of business transactions, including structuring strategic alliances and negotiating technology contracts, licenses, joint ventures, supplier contracts, distribution agreements, leases, group purchasing and other commercial contract negotiations.

Cybersecurity and Privacy

Amy advises clients on complex privacy and security issues. She has handled dozens of matters involving cybersecurity incident response, breach identification and notice to the HHS Office for Civil Rights (OCR).
