John J. Allen

Professional Biography

John J. Allen is a partner in the Los Angeles office and a member of the firm's Environmental Practice Group. John has built a diverse environmental private practice which includes advising and representing clients in all key substantive areas of environmental law including regulatory programs for air emissions, wastewater treatment and discharge, hazardous waste management and federal and state environmental cleanup programs involving hazardous substance response. He provides clients with permitting and compliance counseling and also represents them in federal and state administrative and judicial proceedings.

Prior to entering private practice, John had served for more than 14 years as general counsel in the private sector, providing him valuable insights into client needs and expectations, as well as how to work successfully in multi-disciplined approaches to regulatory compliance. In addition to his general knowledge of a wide range of federal, state and local environmental programs, John has developed working relationships with the management and staff of various environmental agencies. For example, he works regularly with many of the state’s nine Regional Water Quality Control Boards in California, the South Coast Air Quality Management District, other air districts and boards, the California Department of Toxic Substances Control, and federal Environmental Protection Agency (EPA).

John also provides clients with counseling and legal representation in occupational safety and health regulatory matters, as well as with respect to the various consumer product and “green chemistry” legislation including the California Safe Drinking Water and Toxics Enforcement Act (Proposition 65), the federal Consumer Product Safety Act and European Union and analogous state regulations applicable to consumer electrical and electronic equipment and hazardous chemicals.
