Kyla Portnoy helps health care organizations develop the legal solutions they need to navigate today’s health care landscape.

Kyla assists hospitals, physician practices, and other health care providers with fraud and abuse and health care regulatory and compliance matters. She also informs clients of relevant health care legislation and policy developments.

Kyla started her career with Epstein Becker Green as a summer associate in the New York office, where she worked on projects relating to telemental health, vaccination policies, and post-Dobbs abortion laws. She earned a law degree from Northeastern University School of Law and a Master of Public Health from Tufts University School of Medicine.

During law school, Kyla honed her legal research, problem-solving, and analytical skills by participating in several legal internships, including with (i) the Massachusetts Attorney General’s Medicaid Fraud Division, where she created documents surrounding the use of the False Claims Act with quality of care concerns; (ii) the Centers for Disease Control and Prevention’s Public Health Law Program, for which she analyzed, on a state-by-state basis, a governor’s use of suspension powers during the COVID-19 pandemic and the basis of that authority; and (iii) a pediatric urgent care facility on Long Island, New York, where she developed an infectious disease prevention plan that complied with the New York State Health and Essential Rights (HERO) Act. In addition, Kyla spent a significant amount of time on COVID-19 compliance work for schools and businesses.

While earning a Bachelor of Science, magna cum laude, in Public Health from the University of Miami, Kyla worked at an ambulatory care center in Coral Gables, Florida, where she researched and experimented with different policies designed to increase patient satisfaction.
