Professional Biography

Max’s practice focuses on international arbitration and dispute resolution, including the representation of states and investors before international fora, such as the World Bank’s International Centre for the Settlement of Investment Disputes (ICSID) and the International Chamber of Commerce (ICC), as well as the representation of sovereigns in maritime boundary disputes under the United Nations Convention on the Law of the Sea (UNCLOS).

Current active matters include: representation of a Canadian investor in a tax dispute brought against Mexico under the North American Free Trade Agreement (NAFTA); representation of the Republic of Congo in two separate mining disputes under the ICSID Rules; representation of two Israeli fishing operators against a Southern African State; representation of a Southeast Asian State in an ICC infrastructure dispute; and representation of Chinese investors against the Kingdom of Cambodia in a telecommunication case administered by ICSID.

Max also assists French-speaking clients of the firm in a wide range of matters relating to business transactions in the US and represents American clients in their overseas activities in francophone nations, as well as before French courts.
