Randy Rucker

Professional Biography

William “Randy” Rucker assists global, multinational and other clients with all aspects of U.S. customs law. With a business-focused approach, he advises on optimizing trade operations, ensuring regulatory compliance and handling administrative actions. A frequent author on trade policy, tariffs and regulatory changes, Randy helps clients implement procedures and practices that promote compliance with U.S. and international trade statutes. He is a skilled negotiator and litigator and defends clients before major trade regulators and courts.

International Trade

Randy helps companies maximize trade opportunities and operations. He has extensive experience advising clients on the classification and valuation of merchandise, country of origin and marking determinations, quantitative import restraints, duty-preference and savings programs, and understanding and receiving the benefits of free trade agreements.

Import Compliance

To assist clients with compliance and to satisfy “reasonable care” requirements, Randy reviews companies’ internal operations and procedures. He identifies potential liabilities and recommends solutions to ensure compliance with all U.S. statutes and regulations.

Randy also assists clients with trade-related matters under the jurisdiction of the Department of Commerce, the Federal Trade Commission (FTC) and the U.S. Food and Drug Administration (FDA). This assistance includes labeling requirements and the interpretation of antidumping orders for the preparation of scope ruling requests or changed circumstances reviews.

Trade Litigation

Randy often represents clients before the U.S. Customs and Border Protection (CBP) and other U.S. government agencies involved with the importation of goods into the U.S. He has significant experience crafting submissions to government, protesting administrative decisions on behalf of clients, and requesting administrative rulings and prior disclosures. Randy also represents clients in litigation before the Court of International Trade.
