Illinois Becomes Eleventh State to Join Interstate Medical Licensure Compact

On July 20, Illinois Governor Bruce Rauner signed HB 3680, the Interstate Medical Licensure Compact Act, making Illinois the eleventh state to sign on to the Interstate Medical Licensure Compact (the Compact).

Illinois follows Alabama, Idaho, Iowa, Minnesota, Montana, Nevada, South Dakota, Utah, West Virginia and Wyoming.

The Compact will provide a streamlined approach to multi-state licensure for physicians. While it will not permit physicians to practice across state lines, a physician that is licensed in one Compact state will have a simplified process for applying for licensure in other Compact states.

State licensure can be a barrier to multistate practice for physicians. Generally, physicians may only practice in states the physicians are licensed or in states which have a licensure exemption in their licensure laws. This is seen as an issue with the implementation of interstate telemedicine programs.

According to the Federation of State Medical Boards, which developed the initial Compact model language, Maryland, Michigan, Nebraska, Oklahoma, Rhode Island, Texas, Wisconsin and Vermont have also introduced legislation to adopt the Compact.
