Mississippi Gaming Commission Meeting Report: June 16 Meeting

The Mississippi Gaming Commission held its regular monthly meeting on Thursday, June 16, 2022, at 9:00 a.m. at the Jackson office. Executive Director Jay McDaniel, Chairman Al Hopkins and Commissioners Franc Lee (by phone) and Tom Gresham all participated. The following matters were considered:

LICENSING

The Commission approved the issuance of licenses to the following:

  • KGM Gaming, LLC, as a Manufacturer and Distributor 

  • Dynamic Gaming Solutions, LLC, as a Distributor 

  • Japan Cash Machine Co., Ltd., as a Manufacturer and Distributor 

  • JCM American Corporation, as a Manufacturer and Distributor 

  • SW Gaming LLC, as an Operator 

FINDINGS OF SUITABILITY

The Commission approved findings of suitability for the following persons or entities:

  • Mark Nathanial Larson – Dynamic Gaming Solutions, LLC

  • Jorn Arne Rees – Sportradar Solutions LLC

  • Jeffery William Yabuki – Sportradar Solutions LLC

  • Janis Jekabs Krumins – PT Mississippi Services Delaware LLC

  • Erik Daniel Logdberg – Sports Information Services Limited

OTHER APPROVALS

  • IGT

    • Issuance of the Equity Interests and Securities of De Agostini S.p.A.

    • Transfer of the Equity Interests and Securities of De Agostini S.p.A.

  • Japan Cash Machine Co., Ltd, and JCM American Corporation

    • Exemption from 13 Mississippi Administrative Code Part 2 Rule 8.5(a) and (b) – Corporate Licensees

    • Exemption from Mississippi Code Annotated § 75-76-207(1) and (4) (1972)

    • Continuous Approval of Public Offerings and/or Private Placements

      • Pledges of Equity Interests and Securities

      • Imposition of Equity Restrictions including Negative Equity Pledges

      • Guarantee of Securities and Hypothecation of Assets

  • SW Gaming LLC d/b/a Harlow’s Casino Resort & Spa and Magnolia Hill, LLC d/b/a Riverwalk Casino and Hotel.

    • Continuous Approval of Public Offerings and/or Private Placements

      • Pledges of Equity Interests and Securities

      • Imposition of Equity Restrictions including Negative Equity Pledges

      • Guarantee of Securities and Hypothecation of Assets

  • Rule Adoption – Public Notice – 13 Mississippi Administrative Code Pt. 2, R. 1.4.

The Commission took no action, but Chairman Hopkins commented that the Staff would continue to work on considering a draft of a regulation for Commission review. No specifics were provided.
