Tomás Leonard

Tomás Leonard focuses his practice on international arbitration and international litigation covering primarily foreign direct investment (FDI) in Latin American countries.

He advises and represents both private investors and sovereign states in international arbitration proceedings before the International Centre for Settlement of Investment Disputes (ICSID), the Permanent Court of Arbitration (PCA), the International Court of Arbitration of the International Chamber of Commerce (ICC), and other forums. He also represented clients in trade disputes before the International Trade Commission (ITC) and the U.S. Department of Commerce.

Tomás is recognized in the field of international arbitration by several publications, including The Best Lawyers in America, Euromoney's Commercial Arbitration Expert GuideChambers Global, Chambers Latin AmericaThe Legal 500 Latin America, and Latinvex. He is highlighted by Chambers Latin America 2017 as “an outstanding lawyer capable of addressing the most complex issues in a simple and effective manner,” and distinguished by The Legal 500 Latin America as having an “exceptional level of expertise” in the field of international arbitration (2015-2017). His knowledge of civil and common law is boasted as “an advantage to clients.” Tomás has been recognized by Chambers Global as a notable practitioner in the field of international arbitration (2014 and 2017), and listed as one of “Latin America’s Top 100 Lawyers” by Latinvex (2016, 2017 and 2019). Prior to practicing law in the United States, Tomás practiced in Argentina, representing financial institutions, investment funds, and international investors in corporate, finance, and banking matters.
