Professional Biography

As an associate in our electric practice, Jill provides counsel to utilities and other market participants on a broad range of electric matters including regulatory and compliance counsel, renewable power development and integration, NERC reliability requirements, new transmission infrastructure, smart grid deployment, and natural gas integrated resource planning. Having previously served as an Assistant Attorney General for the Oregon Department of Justice, she has experience as the lead attorney in litigation for rate cases of major investor-owned utilities; working on interconnection and queue reform; leading the administrative rulemaking for utility investment in transportation electrification infrastructure and programs; and litigating depreciation studies. In addition, Jill is highly skilled at working with utilities, FERC, and the Western Electricity Coordinating Council (WECC) to ensure compliance with reliability standards, both physical and cyber, for the North American electric grid.

Jill was a Hollings Scholar with the National Oceanic and Atmospheric Administration and worked as the legal fellow to Senator Merkley (OR). Jill is an Adjunct Professor of Energy Law at the University of Oregon School of Law.
